By signing this petition, you are asking legislators to give Universal Health Care in Oregon a fair shot. The state-sponsored Universal Health Plan Governance Board (UHPGB) has built the Universal Health Plan that:

• Covers every Oregon resident regardless of age, housing, immigration status or employment.

• Includes a comprehensive benefits package that eliminates premiums, out-of-pocket costs, copays and deductibles.

• Replaces our broken, profit-driven insurance model with a more fair, just and kind medical system that puts patients over profits.

This plan will be submitted to the Legislature in September but could disappear if it is not written into a bill that is then introduced to the 2027 Legislative Session.

Why Should You Care? Oregon’s health care system is at a breaking point, and every year we delay, Oregonians pay the price:

• Medical debt remains the number one cause of bankruptcy in the United States.

• Working people skip care because they can't afford their deductibles and copays.

• Our providers burn out navigating a system designed for profit, not patients.

• Insurance companies act as “middlemen”, restricting access to services, adding administrative burden, and reducing time spent with sick patients.

• Tens of thousands Oregonians remain uninsured or underinsured.

• Hospitals and clinics are going bankrupt or being bought out by private equity corps.

What’s Covered? The current benefits package covers all comprehensive medical needs, modeled after Oregon’s Public Employees Benefits Board. This is the same plan that the Governor has!
